On the 19th of January, the server would be opened to the public with an invite link posted to the r/196 subreddit. Its custom invite was https://discord.gg/196cord.

It shut down because the owner had a power trip about something and nuked and deleted everything.[1] The server supposedly only has one channel with an invite to the admins' new server, and invites are disabled.[2]
