Message definition (Holy Gondal Empire)
The council are a seperate entity from the presidential government. They are there to represent the people, and if they decide a president is not good enough, they can collectively come together to vote to impeach said president, and in the event of that, the elected vice president will take over. There will only ever be an odd number of council, to avoid ties in a vote. Typically this number is 5.
